New Pet Laws? No Problem — Bayleys’s Proeprty Management are ready.
From 1 December 2025, new laws will take effect giving tenants more freedom to have pets in rental homes. It’s a big change for the industry — but not something we’re worried about.
At Bayleys Proeprty Management, we’ve always believed pets and rentals can happily coexist with the right knowledge, structure, and communication. Most of our tenants take wonderful care of their animals and, in our experience, pet owners often make some of the best long-term tenants.
What’s Changing
Under the Residential Tenancies Amendment Act (Pets and Bonds) 2024, tenants will soon have the right to request a pet — and landlords can’t unreasonably refuse.
- You’ll still be able to say no if there’s a valid reason, such as:
- The property isn’t suitable (no fencing, shared complex, or limited outdoor space)
- Body corporate or council rules prohibit pets
- The animal is classified as dangerous or menacing under the Dog Control Act
- Your insurance policy doesn’t allow certain breeds or sizes
If a pet is approved, you’ll be able to charge an additional pet bond of up to two weeks’ rent, on top of the standard four-week bond.

Here’s how we’re managing it:
Every pet request is reviewed carefully with the property owner.
- We assess suitability, fencing, flooring, and risk.
- If approved, we issue a Pet Agreement outlining cleaning, maintenance, and damage responsibilities.
- We collect and lodge the pet bond with Tenancy Services.
- All communication, documentation, and follow-up is handled by our team.
We’ve also updated our inspection procedures, training, and templates so our property managers can respond quickly and consistently to every request.
The Role of Insurance
We’re realistic: even well-behaved pets can occasionally cause damage. Carpets wear out faster, lawns get patchy, and the occasional door or skirting board might take a scratch or two.
That’s why we’ve worked with Real Landlord Insurance to ensure our owners have access to comprehensive cover that includes pet-related damage, loss of rent, and legal costs.
With the right insurance in place, plus clear agreements and consistent inspections, there’s very little risk left to worry about.
